Oh, and here's another Cell Phone Rule:

don't walk out into traffic while talking on the cell phone.

Lucky thing I'm fast on the brakes (and don't drive like a banshee): when I was running home to get lunch, a girl JUMPED out of the driver's side of her just-parked car, and started running across the street - all while talking on her cell phone and not looking to see if, you know, there was, like, a car coming or something.
